Primacy Fee
The primacy fee is the line item located directly under garbage. This fee is a direct result of House Bill 1393, signed into law in July 1992. The primacy fee was created to pay for laboratory services, program administration, and a laboratory certification fee. The primacy fee is a user fee, that is paid by the customer of Missouri's public water supply systems and is set by state law.

DNR Fee
DNR-(Department of Natural Resources) The DNR fee is a state fee per sewer connection. This is a state-set flat fee.
I & I Fee
Inflow and infiltration (I &I) is storm or groundwater that enters into the sanitary sewer system. Inflow water enters the sanitary sewer system through major defects and/or direct connections to the sanitary sewer system. Infiltration water seeps into the sanitary sewer system through cracks, offset joints, or defects in pipes and/or manholes. Inflow and Infiltration can cause the sanitary sewer system to become overloaded beyond the designed capacity of the pipes during a rain event. When the capacity of the pipes is exceeded, the excess wastewater looks for the lowest release point which can result in sewer backups or sanitary sewer overflows which negatively impact residents and the environment. Just a couple of properties with sources of I&I can overload a sanitary sewer line during a rain event. The fee is required by the Department of Natural Resources and is assessed from consumption.
Postage
If you have opted to receive your bill by email, you will not see this fee on your bill. The postage fee is used for exactly that. Postage to mail your statement to you.
